We, the undersigned community leaders representing SADE, HARTI, GERI, TANADE, AWRTABLE, and MEHERI clans, are hereby voicing our unfettered opposition to the recently created (April, 2015) Interim Jubaland Parliament (IJP). We are particularly dismayed about the lack of transparency in selecting members of the new parliamentarian. In its current composition, we believe that it is in total contravention to the Addis Ababa agreement whose goal was to build a legislative body that promotes and enhances reconciliation. That goal has been trumped at the whim of one powerful leader, Interim President Ahmed Islaan (Madoobe).
It is in that light that:
– Whereas, the Jubaland parliament does not reflect the makeup of the region, and as such, does not stand for the political and social aspirations of our collective communities; and
– Whereas, we confirm that the parliament members appointed in April 2015 were not selected and approved by the Chiefs, Sultans, Ugas’s, and clan elders of our respective communities that call Jubaland home, but rather came upon a process that lacked transparency and legitimacy; and
– Whereas, we hereby categorically oppose the unjust and hefty numbers allocated by President Madoobe to his own clan, as opposed to entire clans being completely unrepresented, a phenomenon completely in contravention to the proportional representation of the communities in Jubaland, as well as a shameful act in Somali Xeer and custom law;
Therefore, we call upon the Somali Federal Government, the SomaliFederal Parliament, and the International Communities, particularly IGAD, AMISOM, AU & EU to take notice of the voice of the neglected inhabitants of Jubaland , and therefore, ask the President, the Prime Minister and the Speaker of Parliament to intervene in this brewing conflict before it gets out hand.
Furthermore, we call upon Jubaland communities to be prepared for a wider election come August 27 , 2015, as set forth in the Addis Ababa Agreement, which marks the end of the Interim Jubaland Administration, and the begging of the selection process of a new and permanent regional President, thus an opportunity to select a capable and judicious leadership.
