Mogadishu (WDN) – The arrival of Turkey’s Land Forces Commander, General Metin Tokel, in Mogadishu on an official military visit has drawn renewed political attention as Somalia’s Federal Government and opposition leaders remain engaged in Turkish-facilitated negotiations over the country’s electoral future.
General Tokel and his high-level delegation were received at Aden Adde International Airport by the Commander of the Somali National Army’s Land Forces, Major General Sahal Abdullahi Omar. The visiting delegation was accorded full military honors, underscoring the close defense partnership between Somalia and Turkey.
The visit comes at a particularly sensitive moment, with Ankara serving as a mediator in political talks aimed at reaching a consensus on Somalia’s electoral framework. While Turkish officials have presented themselves as facilitators of dialogue, some opposition figures and political observers have questioned whether the timing of the senior military delegation’s arrival could complicate perceptions of Turkey’s impartiality.
Turkey has long been one of Somalia’s closest security partners, providing military training, equipment, strategic advice, and institutional support to the Somali National Army. Thousands of Somali soldiers have received training under Turkish programs, and the partnership has expanded to include defense planning, military modernization, and counterterrorism cooperation.
However, Ankara’s growing military and political influence has also attracted criticism from sections of the opposition. Some government critics argue that Turkey appeared to side with the Federal Government during previous political disputes, including the controversial federal intervention in Southwest State, which opponents described as an illegitimate effort to consolidate Mogadishu’s control over the regional administration. Those allegations have fueled lingering doubts among some opposition groups about whether Turkey can serve as a fully neutral mediator in the current political negotiations.
Although neither the Somali Federal Government nor Turkish officials have publicly linked General Tokel’s visit to the ongoing political dialogue, analysts note that the optics of a high-profile military engagement during delicate mediation efforts are likely to intensify scrutiny from opposition stakeholders who have repeatedly called for an even-handed facilitation process.
During the visit, military officials from both countries are expected to discuss expanding defense cooperation, increasing training programs, strengthening joint military planning, and enhancing the operational capabilities of the Somali National Army as it continues operations against Al-Shabaab.
The visit also reflects the deep strategic partnership between Mogadishu and Ankara, a relationship that has grown steadily over the past decade and encompasses security, defense, infrastructure, and economic cooperation.
Whether the visit is viewed solely as part of routine military cooperation or becomes another point of political contention may depend on the progress of the ongoing government-opposition negotiations, where confidence in the neutrality of mediators remains a critical factor in building a broadly accepted electoral agreement.
