Garowe (WDN) – Puntland President Said Abdullahi Deni on Thursday inaugurated a high-level governance conference in Garowe aimed at strengthening cooperation among government institutions and accelerating the implementation of decentralization reforms across the state.
The conference brings together representatives from all branches and levels of the Puntland administration, including cabinet ministries, oversight institutions, municipal authorities, and the Puntland Police Force, reflecting a broad commitment to improving public administration and service delivery.
The gathering is focused on enhancing coordination between government agencies, expanding decentralized governance, and improving the effectiveness of state institutions in responding to the needs of communities throughout Puntland.
During the conference, the Auditor General, government ministries, senior police commanders, and district mayors presented progress reports highlighting achievements and ongoing initiatives across key sectors. Their presentations covered improvements in security, economic development, governance, public services, social affairs, and infrastructure, while also identifying the most pressing challenges facing local communities.
Officials outlined plans to strengthen cooperation between the central administration and local governments to ensure that resources, decision-making, and public services are increasingly delivered closer to citizens. The discussions also emphasized practical solutions for addressing community needs through more responsive and accountable governance.
The conference is expected to produce recommendations aimed at reinforcing institutional coordination, improving public sector performance, and advancing Puntland’s long-term vision of building a more efficient, decentralized, and citizen-focused government.
Nevertheless, Puntland has entered a period of mounting political uncertainty, with President Said Abdullahi Deni facing intensifying criticism from the public, opposition leaders, civil society, and many residents over allegations of corruption, maladministration, and the concentration of power.
Critics contend that weakening institutional oversight, declining transparency, and persistent governance failures have eroded public confidence in the administration, raising growing concerns that Puntland’s once-celebrated democratic credentials and institutional stability are coming under increasing strain.
