New security measures for Garissa schools, hospitals

All workers will be vetted afresh before Garissa Teachers Training College and NEP Technical Training Institute are reopened.

Acting county commissioner James Kianda said the dates have been postponed until a new set of security measures is implemented.

The government will deploy at least 10 police officers to work round the clock at the institutions, and to Garissa Referral Hospital, Kianda said.

Speaking in his office on Thursday, he said patrols will be increased in the institutions and in Garissa town and its environs, “As a long term measure, we shall set up police posts in the institutions and patrol posts to ensure they institutions are properly secured,” he added.

He further said mosques and madrassas inside the institutions will strictly be used by staff members and their siblings.

Kianda said where walls lack, perimeter fences will be erected and reinforced with thorny bushes.

He said security lights will be repaired and guards provided with flash lights. “The institutions should provide ID cards to all members of staff and students which they should wear in the institutions, and employ a chief security officer to coordinate security with the police officers provided by the government,” he added.

Kianda said his team conducted security assessments at all learning institutions in the county.

He said the county security committee met the boards of the two colleges over securing them before learning resumes.

The acting commissioner said the government has prioritised the security of all students in the county.

He urged them to be vigilant and offer authorities information that will aid the fight against terrorism. The measures follow the April 2 al Shabaab attack at Garissa University College in which 147 were killed and 79 injured.
