Memorandum on the Dialogue between The Federal Government and Somaliland

Dear Mr. President:

We wish, first of all, to underscore the irrefutable fact that the secession in the far North of our country is fuelled by the Isaq clan led by SNM elements. The other clans in the North (Warsangeli, Dhulbahante, Gadabursi and Issa) are strongly opposed to secession and strongly favour the unity of the country – a unity that they consider to be so sacrosanct as to be immutable.

Such being the case, we are disappointed that you and members of your delegation met the representatives of the self-declared Somaliland who represent the SNM/Isaaq clan in the absence of the other clans of the northern regions of Somalia who support the unity and territorial integrity of Somalia. You have thereby given vent to secession and sustained the secessionist illusion of sovereignty by appearing shoulder to shoulder and discussing face–to face and on equal footing with a sworn enemy of Somali unity. To please them you have even ignored the clans that live in Makhir, Khatumo & Awdal by excluding them from the talks, and by tacitly agreeing that they are represented by the secessionist Isaq. Evidently, Mr. President, you are oblivious to the fact that non-Isaq clans in the North have 30 MPs in the Parliament, the Isaq have 28 MPs which means that you are ignoring more than half of the population in Northern Somalia.

To correct this anomaly we call upon you to:

Allow the representatives of the Warsangeli, Dhulbahante, Gadabursi and Issa to have seats on the negotiating table; for you cannot and should not allow the Isaq to speak for them and decide their fate. These communities were the engine accelerating the union with the erstwhile UN Trust Territory of Somalia and it is a crime against the Somali Nation to render them Page 2 of 2 voiceless now when the unity of the country is being threatened by only one clan who dreams of subjugating the entire North.

The Basis of the Dialogue

  1. Mr. President, you and the representatives of the Federal Government should avoid misleading the Somali people, the secessionists themselves and the International Community by giving the impression that the unity of the Nation is subject to negotiation.
  2. The dialogue between the Federal Government and the secessionists should be conducted in the context of the territorial integrity, sovereignty, political independence and unity of the Federal Republic of Somalia. It should be so stated publicly and in no uncertain terms. If the talks break down because of this it can only be to the detriment of the secessionists, and the international community which has affirmed and reaffirmed the territorial integrity of the country so many times and in so many fora will blame it on the secessionists and they will be isolated.
  3. We salute our brothers and sisters, the pro-union Isaq, in all the federal institutions: the legislature, the executive and the Judiciary, where the President of the Supreme Court is one of their own. It should not be lost on you, Mr. President, that Isaq traditional elders were part and parcel of the process leading to the composition of Parliament and the endorsement of the Constitution. It is these pro-union elements who should represent the Isaq, not the rebellious group perched in the northwest of our country and claiming to be sovereign an independent. We agree that these latter be brought within the fold of the Nation, but not at the expense of those northerners, including the Isaq, who are committed to our unity.

We hope, Mr President, that you will weigh the points we put before you with utmost consideration in order to safeguard the sovereignty, territorial integrity of our country. Please accept, Mr President, our assurances of collaboration with you personally and the Federal Government as a whole in furtherance of our national solidarity and peaceful development.
