A Call for Action: Puntland Leadership, Traditional Leaders, Civil Society, Diaspora and the Resilient People of Puntland

Somalia stands at a critical juncture. The Jubaland State of Somalia is under siege by President Hassan Sheikh Mohamud and Prime Minister Hamza Abdi Barre. This is no ordinary political maneuver; it is a calculated campaign to dismantle federalism, undermine regional autonomy, and impose centralized control from Mogadishu. What is unfolding in Jubaland is not just a regional crisis—it is an existential threat to Puntland and the federal system as a whole.

If Jubaland falls, Puntland and the other Federal Member States (FMSs) could be next. Somalia’s federal system was established to ensure power-sharing and prevent marginalization. Yet, the assault on Jubaland threatens these foundational principles. This attack is part of a broader agenda by President Mohamud and Prime Minister Barre to centralize power, undermining the autonomy of regions like Puntland, Jubaland, and other Federal Member States.

Puntland has historically played a pivotal role in rebuilding Somalia. The late President Abdullahi Yusuf and the people of Puntland were key in restoring governance to Mogadishu. However, the very government meant to serve all Somalis is now being weaponized against Jubaland. If Puntland remains passive, it will face similar aggression.

In these trying times, we commend President Ahmed Madobe for his unwavering leadership and resilience in defending Jubaland. Despite immense pressure, Jubaland has stood firm, a testament to courage and determination. Puntland must now stand in solidarity with Jubaland. This moment defines not just Jubaland’s future but also Puntland’s and the fate of Somalia’s federal system.

To the people and stakeholders of Puntland: demand more from your leaders. Silence is not an option. Now, more than ever, action is essential to protect Puntland’s autonomy and uphold federalism. We urge Puntland’s leadership, traditional leaders, civil society, and resilient people to stand together in defense of Jubaland and Somalia’s federal system.

President Deni and his government must lead by example and address these urgent issues:

  • Publicly support Jubaland and condemn Mogadishu’s unconstitutional aggression against Jubaland.
  • Build stronger alliances with Jubaland and other member states through coordinated strategies.
  • Advocate internationally for the preservation of Somalia’s federalist framework and expose violations of the Provisional Constitution and rule of law.
