The report alleges Soma Oil & Gas paid about $600,000 for “capacity building arrangements” to Somalia’s ministry of petroleum . The UN investigators stated “a serious conflict of interest, in a number of cases appearing to fund systematic pay-offs to senior ministerial officials”
