Somaliland Government Issues Firm Response to PM Hamza’s Las Anod Visit, Prisoner Release, and Negotiations with Somalia

The Cabinet of Ministers of the Republic of Somaliland, in its session held on April 16, 2025, has issued a strong communiqué addressing recent developments that pose a direct threat to the sovereignty and territorial integrity of the Republic.

The Government of Somaliland expresses its deep concern and unequivocal condemnation regarding the following:

1. Gross Violation of Somaliland’s Sovereignty by the Somali Prime Minister

The unannounced and provocative visit of the Prime Minister of Somalia, Mr. Hamza Abdi Barre, to Las Anod on April 12, 2025, constitutes a serious violation of international norms and an affront to the territorial integrity of the Republic of Somaliland. This action marks a clear departure by the Federal Government of Somalia from the principles of peaceful coexistence and constructive dialogue.

The visit is viewed as a politically motivated act of aggression, inciting instability in the region and undermining efforts to restore peace in the Eastern regions of Somaliland.

2. No Negotiations on the Release of Prisoners

The Government of Somaliland confirms that no official discussions have taken place with Somalia regarding the release of prisoners. The individuals presented in Mogadishu by the Somali Prime Minister are not recognized as prisoners of war. This maneuver is seen as an attempt to divert attention from the political shortcomings of the Somali government and misrepresent the facts on the ground.

3. International Cooperation on Prisoner Affairs

The Government of Somaliland has been engaged in dialogue with the International Committee of the Red Cross (ICRC) and partner nations, including the United States, United Kingdom, Denmark, Finland, Turkey, and the United Arab Emirates. These discussions have centered on facilitating prisoner matters in full alignment with international humanitarian law and established protocols. Somaliland reiterates its readiness to conduct any exchanges through recognized legal and humanitarian frameworks under the supervision of the ICRC.

4. Appeal to the International Community

The Republic of Somaliland urgently calls upon the international community to denounce the Somali government’s recent breaches in the eastern regions of Somaliland. These actions not only jeopardize regional stability but also embolden extremist elements that pose a threat to peace, security, and development throughout the Horn of Africa.

5. Withdrawal from Talks with Somalia

In light of the Somali government’s continued violations of the terms and spirit of prior negotiations, the Council of Ministers of the Republic of Somaliland has made the decision to officially suspend all dialogue and engagement with the Federal Government of Somalia, effective immediately.

The Republic of Somaliland remains firmly committed to safeguarding its sovereignty and will pursue its national interests through peaceful and legal means, independently of Somalia. End of Statement
