Mogadishu(WDN) – Somalia’s opposition leaders have submitted a series of security-related proposals to Turkey, which is facilitating talks between the Federal Government and opposition groups aimed at addressing disputes over elections, constitutional reforms, and the country’s political future.
The development is being viewed as a positive step toward easing political tensions and creating an environment conducive to meaningful dialogue between Somalia’s major political stakeholders. Speaking on behalf of the opposition, Abdirahman Abdishakur said preliminary consultations had progressed constructively and that significant progress had been made in agreeing on the framework and agenda for the formal negotiations expected to begin in the coming days.
According to opposition representatives, one of the key issues raised during the consultations was the security situation in Mogadishu. Opposition leaders expressed concern about recent security-related tensions and emphasized the importance of creating an atmosphere of confidence and mutual trust before substantive political negotiations commence.
The opposition has called for measures that would help reduce tensions and encourage all parties to participate in the dialogue process without fear or uncertainty. They argue that a stable and secure political environment is essential for the success of any negotiations intended to address Somalia’s longstanding constitutional and electoral challenges.
Opposition leaders also stressed the importance of separating political disagreements from security matters. They believe that maintaining a clear distinction between political competition and security operations will help build confidence among stakeholders and create conditions more favorable for achieving a lasting political settlement.

While many continue to question Turkey’s neutrality and view Ankara as a strong ally of the current federal government led by President Hassan Sheikh Mohamud, there is nevertheless growing diplomatic engagement that has positioned Turkey as a potential facilitator capable of bringing together political actors from across Somalia’s deeply divided political landscape.
The willingness of both the government and opposition groups to engage in discussions under Turkish facilitation reflects a shared recognition that Somalia’s political challenges require dialogue, compromise, and consensus-building.
The ongoing consultations have generated cautious optimism among many Somalis who hope that the talks will help reduce political polarization and create a pathway toward broader national agreement on key issues affecting the country’s future. Nevertheless, while differences remain between the various stakeholders, the continued commitment to dialogue demonstrates a collective understanding that sustainable political progress can only be achieved through engagement and negotiation.
As preparations continue for the formal talks, attention is increasingly focused on whether the discussions can produce tangible outcomes that strengthen political stability, reinforce democratic institutions, and advance national reconciliation.
