Somali Government Accused of Enabling Al-Shabaab’s Escape and Destabilizing Puntland and the Region

Mogadishu (WDN) –  There are numerous allegations and counter-allegations between Federal MPs, former officials from Somalia’s Federal Member States and President Hassan Sheikh Mohamud’s administration. These allegations center on accusations of political interference, security failures, and the alleged destabilization of regional administrations.

Former HirShabelle Parliament Speaker Sheikh Osman Barre has accused the Somali government of enabling Al-Shabaab militants to escape after the attack on Hotel Qaahira in Beledweyne.

In an interview with Universal TV, Sheikh Osman, —several  elders who were relatives of the former Speaker were killed in the attack—claimed that Somali security forces, particularly NISA, failed to prevent the assault and later allowed the attackers to retreat unchallenged.

Key Allegations against NISA include a) Security failure where authorities overlooked warnings and failed to prevent the attack targeting elders supporting the fight against Al-Shabaab and b) aided escape-  two armed Al-Shabaab operatives reportedly entered Beledweyne, extracted two surviving attackers and two wounded militants, and left without resistance.

Sheikh Osman further alleged that security forces ordered Somali and Djiboutian troops to vacate the area at nightfall, leaving the hotel unprotected. Accusing Beledweyne officials of negligence and collusion, Sheikh Osman urged President Hassan Sheikh Mohamud and the Chief of the Military Court to investigate why Al-Shabaab operatives were allowed to retreat freely.

Some Federal MPs from Puntland have also accused officials within President Hassan Sheikh Mohamud’s administration—many of whom are from Puntland of deliberate campaign to destabilize both Puntland and the wider region. These MPs allege that certain figures within the federal government are undermining Puntland’s stability through political interference, economic pressures, and security maneuvers aimed at weakening the Puntland administration.

The accusations come amid heightened political tensions and disagreements between some members of Somalia’s Federal parliament  and the federal government, further straining relations and raising concerns about broader implications for Somalia’s federal system and regional stability.
