Hargeisa (WDN) — In a striking contradiction, Israel has placed Somaliland under Level 4 travel warning, the highest and most severe category in its national travel advisory system, effectively advising its citizens to stay away from the territory.

Under the warning, Israeli citizens are prohibited from traveling to Somaliland, while Israelis already there are being urged to leave immediately. The advisory also warns against entering or even transiting through areas classified under Level 4.

The decision places Somaliland among destinations Israel considers to present an extremely serious security risk, signaling that Israeli authorities do not consider travel or continued civilian presence there sufficiently safe.

A Remarkable Diplomatic Contradiction

The warning is drawing particular attention because Somaliland has increasingly presented itself as a friendly partner of Israel and has publicly expressed support for closer relations with the Israeli state.

Israeli flags have also appeared at public events in Somaliland, symbolizing what supporters describe as an increasingly warm relationship between the two sides. Yet the latest Israeli security assessment sends a very different message. Somaliland may be welcoming Israel—but Israel is warning its citizens to stay away from Somaliland.

That contrast has raised questions about how the two sides perceive the security environment and whether Somaliland’s diplomatic outreach has translated into greater confidence from Israel itself.

The Level 4 designation is not an ordinary travel caution. It represents the most severe category of Israel’s travel-warning system and reflects an assessment that the security risks are sufficiently serious to warrant a prohibition on travel.

For Israeli citizens already inside a Level 4 area, the recommendation to leave adds another layer of urgency. The advisory therefore goes beyond warning travelers to exercise caution. It effectively says: do not go—and if you are already there, get out. The development inevitably raises a politically sensitive question.

If Somaliland has gone out of its way to demonstrate friendship toward Israel, why does Israel now classify Somaliland among destinations carrying its highest security warning?

The answer may lie less in diplomatic relations than in Israel’s independent assessment of security threats in the region. A government can maintain friendly political relations with a territory while simultaneously determining that conditions there pose unacceptable risks to its citizens.

The contrast is nevertheless striking. Somaliland’s public embrace of Israel and Israel’s decision to place Somaliland under its highest travel warning represent two very different assessments of the relationship’s security environment.

The advisory does not necessarily indicate a breakdown in diplomatic ties. But it does demonstrate that political friendship does not automatically translate into a favorable security assessment. For Somaliland, which has sought to portray its relationship with Israel as evidence of growing international engagement, the Level 4 warning is an uncomfortable development.

It raises a difficult question that Somaliland authorities will inevitably face: why does a territory presenting itself as a safe and welcoming partner to Israel remain classified by Israel itself as one of the places its citizens should not visit?
For now, the answer lies in Israel’s security assessment—and the contradiction speaks louder than the diplomatic symbolism.
