GAROWE (WDN)– Recent reports indicate that President Said Deni is planning major changes on various ministries, particularly at the directors level. Although the president usually cites Article 80 when appointing new director generals or department heads within the civil service, the Puntland Constitution does not grant him the authority to make direct appointments to civil service positions.
The president’s directive is said to require all government ministries to submit detailed reports on their leadership, workforce, assets, and ongoing projects. The order, outlined in an official letter from the president’s office, demands ministries provide full lists and personal records of their directors-general, department heads, and section chiefs.
