From Reactive to Anticipatory Actions: How Climate Information Can Save What Drought and Floods Destroy in Somalia

In his poignant piece From Feast to Fatal Loss, When Drought and Heavy Rain Devour Somali Livelihoods,” Dayib Sheikh Ahmed does more than recount a herder’s sorrow—he indicates a system that has failed to translate early warnings into early action. His words pierce with precision: “The rains will come again. That is inevitable. But whether they bring life or loss—that, at last, is up to us.” These are not just poetic reflections; they are calls to action, echoing through the devastated valleys of Somalia’s rural heartlands.

Dayib’s vivid portrayal of climatic duality—where rain can both nourish and annihilate—reflects the  irony faced by millions. “Rain as both killer and savior,” he writes, “illustrates the central paradox of climate change in pastoralist regions.” But this paradox is not rooted in nature’s unpredictability alone. It is magnified by the disconnect between climate information and community-level action. And it is here that the greatest opportunity lies: turning forecasts into foresight, and foresight into survival.

Climate Information as the First Line of Defense

Across the Horn of Africa, early warning systems have matured. IGAD Climate Prediction and Applications Centre’s seasonal forecasts, FAO SWALIM forecasts for Somalia, and satellite-driven drought monitoring tools are regularly produced. But as long as these remain locked in technical reports, bulletins, or poorly disseminated advisories, they cannot shield the communities most at risk.

Dayib rightly observes that “Somalia’s early warning systems have sounded alarms for years… Yet these warnings have collided with systemic inertia at every level.” The problem is not a lack of knowledge—it is a lack of reach. Climate data needs translation—into local language, into pastoralist logic, into actions that resonate with people who live by the movement of clouds and herds.

Take the herder whose goats and camels were wiped out in one night. His tragedy was not merely climatic—it was communicative. Had he known of the incoming storm, had he been supported to relocate or shelter his weakened animals, the outcome might have been different. Community-level climate services—where local elders, women’s groups, youth leaders, and extension agents collaborate with meteorologists—can help bridge this fatal gap between knowledge and action.

Anticipatory Action: A Timely Lifeline

We must move from “react and recover” to “anticipate and act.” Anticipatory action is a game-changer, not because it prevents drought or flooding, but because it buys time. It turns early warnings into cash disbursements, into pre-positioned veterinary kits, into water trucking routes activated before panic sets in.

Dayib laments how “emergency food aid keeps people alive today, but without investment in water catchment systems or veterinary services, each subsequent drought leaves communities more vulnerable than the last.” This is where anticipatory action can break the cycle. For instance, predictive forecasts could trigger cash support to herders ahead of forecasted heavy rainfall, allowing them to secure shelter or sell animals early to avoid loss. In Uganda and Kenya, such anticipatory models are already piloted—with promising results.

But Somalia lacks the national architecture to deploy these strategies at scale. Humanitarian actors experiment at the margins, but without institutional adoption, anticipatory action remains a pilot project, not a public safety net. And herein lies the institutional vacuum that demands urgent filling.

The Need for a National Meteorological Agency

One cannot fight a fire without a fire brigade. Likewise, Somalia cannot navigate the storms of climate change without a fully functional national meteorological agency. Today, the country relies heavily on external agencies—IGAD’s ICPAC, FAO SWALIM and international NGOs—for climate insights. While these partners are essential, they cannot replace a sovereign institution that is accountable to Somali citizens.

A national meteorological agency would not only generate forecasts—it would contextualize them. It could build local observation stations, validate forecasts with indigenous knowledge, train climate extension workers, and tailor advisories to Somalia’s diverse ecosystems—from riverine farmers in Hiiraan to nomads in Sool. It would ensure that a herder in Bari hears not just that “rain is coming,” but that it is coming in a way that threatens weakened livestock, and what action he should take.

Moreover, such an institution would elevate climate resilience to a matter of national security and development. It would support ministries of agriculture, water, health, and education with climate-linked planning. It would interface with global climate finance mechanisms—something Somalia desperately needs in order to move from donor dependency to climate sovereignty.

Listening to the Herders, Centering Indigenous Wisdom

Dayib poignantly writes, “Livestock are not merely economic assets; they are living archives of indigenous knowledge.” Indeed, Somalia’s herders are meteorologists in their own right—reading wind direction, animal behavior, and cloud formations. Their wisdom is the original early warning system. But instead of integrating this knowledge, modern systems have sidelined it, treating herders as illiterate recipients rather than informed co-creators of climate resilience.

This must change. National policies must embed indigenous forecasting into formal systems. Early warning committees at the community level should be multi-generational and gender-inclusive. Elders, who interpret the songs of birds and the cracking of dry riverbeds, should sit beside meteorologists to shape forecasts that matter.

Likewise, young pastoralists—armed with mobile phones—can help digitize this knowledge, turning oral traditions into data points. A hybrid system of modern science and ancestral logic can produce not just better forecasts, but more trusted ones.

 From Lament to Leadership

Dayib’s article ends with a solemn truth: “In a land where rain was once a blessing, it has now become a bearer of sorrow.” But sorrow must not be the final word. If Somalia can invest in climate information systems, enable anticipatory action, and establish a national meteorological agency rooted in local knowledge, then rain can once again be welcomed—not feared.

This is not a technical aspiration—it is a moral imperative. The next rainfall should bring hope, not horror. The next warning should prompt movement, not mourning. And the next climate policy must be written not in donor capitals, but in the languages and landscapes of Somalia itself.

The rains will come again. But this time, we must be ready—not just with shelters and sacks of grain, but with foresight, with fairness, and above all, with the will to protect those who have endured the climate’s wrath for far too long.
