Mogadishu (WDN) – Dr. Mohamed Mohamoud Ulusow, a political analyst and a former government official has issued a clarification following what he described as misinformation and misinterpretation circulating on social media, particularly TikTok, regarding the recent proposal by the Somalia Future Council to establish a Transitional Supreme Council.

According to Dr. Ulusow, the proposal does not seek to dismantle, replace, or diminish Somalia’s internationally recognized statehood. Instead, he said, it is intended as an emergency constitutional mechanism to safeguard a state that he argues is facing an unprecedented legitimacy crisis.

“The establishment of a Transitional Supreme Council would neither undermine Somalia’s sovereignty nor weaken its international recognition,” Dr. Ulusow said. “Its sole purpose is to preserve the continuity of state institutions and rescue the country’s constitutional order before it deteriorates further.”

He argued that Somalia has effectively lost four years to prolonged political deadlock and warned that the country’s state-building project has reached what he described as a “critical stage,” requiring urgent political intervention.

According to Ulusow, the proposed council would be assigned a narrowly defined, short-term mandate focused on overseeing the day-to-day administration of government and organizing long-overdue national elections. He compared the proposed body’s role to that of a caretaker administration envisaged under Article 103 of Somalia’s Provisional Federal Constitution, which governs governments serving in a caretaker capacity.

Ulusow further argued that, because the current administration has, in his view, failed to discharge those caretaker responsibilities effectively, the creation of a temporary transitional body has become necessary to restore constitutional legitimacy and public confidence.

“The greatest threat to Somalia’s statehood is not the establishment of a temporary transitional mechanism,” he said. “The real danger lies in allowing a leadership whose constitutional legitimacy is widely disputed to continue governing while political divisions deepen and state institutions weaken.”

He also maintained that there is little disagreement over the expiration of the mandates of the Federal Government’s leadership. Instead, he said, the central political dispute has long centered on the failure to reach consensus on an agreed electoral process.

According to Dr. Ulusow, repeated attempts at negotiations have failed to produce meaningful progress, leaving political stakeholders with few remaining options other than proposing a transitional mechanism capable of restoring constitutional order.

“The call for a Transitional Supreme Council arose only after confidence in the current dialogue process largely collapsed,” he explained. “Its objective is to protect the nation and preserve Somalia’s statehood before political divisions become irreversible.”

Dr. Ulusow concluded that the proposal should be viewed not as a retreat from Somalia’s state-building journey but as an attempt to preserve it during one of the country’s most challenging political periods.

He stressed that the overriding priority must remain safeguarding Somalia’s unity, constitutional legitimacy, and national institutions before the country’s political crisis deepens further.
