Your Excellency,
I, the undersigned, a concerned Somali citizen and representative of the silent majority who have long borne the brunt of the corruption and exploitation by Somalia’s political elite, affirm our collective voice. As stakeholders deeply invested in the democratic future and constitutional integrity of our nation, we welcome all sincere efforts aimed at fostering political dialogue, reconciliation, and national unity.
However, in view of the prevailing political, security, and institutional crisis in the country, we respectfully submit the following as a minimum agenda and framework for any meaningful political engagement going forward.
1. Neutral Facilitation of Dialogue
We propose that any forthcoming dialogue be facilitated by a neutral and credible third party such as the United Nations, IGAD, or the African Union, to ensure impartiality, transparency, and trust.
2. Realistic and Inclusive Electoral Framework
We categorically reject the current push for a One Person, One Vote (OPOV) model under prevailing conditions, especially when the federal government lacks control over nearby districts such as Afgoye and Balcad. We call for:
a) A realistic and jointly agreed electoral model.
b) An independent electoral commission, free from executive interference.
c) A clearly defined and jointly accepted electoral timeline.
3. Mandate Legitimacy of Federal Member States
We reiterate that the current administrations of South West State, Galmudug, and Hirshabelle lack electoral mandates. Their continued occupancy of office without renewed public mandate not only undermines the principles of federalism and constitutionalism but also erodes public trust in representative governance. In light of this, the urgent need to conduct credible elections in these regions is both necessary and paramount. Additionally, Puntland and Jubaland’s severed relations with the federal government must be addressed through structured reconciliation.
4. Impartiality of the Parliament
The House of the People must regain its impartiality. We demand:
a) The resignation of speakership holding active political party roles.
b) The reversal of unconstitutional amendments passed without quorum or transparency.
c) A return to parliamentary norms in line with the Provisional Federal Constitution.
5. Public Asset Misappropriation
We call for:
a) An immediate halt to all public land sales.
b) An independent audit of land transactions since 2022.
c) Restoration of unlawfully transferred properties and prosecution of those involved.
6. Security Sector Accountability
The collapse of the latest military offensive against Al-Shabaab, and the government’s failure to secure even areas close to the capital, raises serious concerns. We demand:
a) Transparency in security planning and foreign troop deployment.
b) A non-politicized Somali National Army, Civil Aviation and International Development Aid.
c) Clarification of the security chain of command.
7. Constitutional Order and Reform
We reaffirm our commitment to the 2012 Provisional Federal Constitution. We reject your administration’s unilateral draft of a “presidential constitution.” We call for:
a) The reinstatement of constitutional oversight bodies.
b) A clear, inclusive timeline for constitutional review involving all stakeholders.
8. End to Political Persecution
We demand an immediate end to intimidation, arrests, and defamation of political opponents. All political prisoners must be released, or their cases subjected to fair judicial review.
9. Restoration of Independent Institutions
The current dismantling of independent institutions must cease. We demand:
a) The reinstatement of independent commissions, judiciary, and civil service boards.
b) De-politicization of key public appointments.
10. Clarification on 2026 Political Intentions
We urge you to clearly state whether you intend to contest the 2026 election. A peaceful and inclusive political transition must be prioritized.
Your Excellency, we believe that the only way forward is through meaningful, principled, and inclusive dialogue based on mutual respect, adherence to the constitution, and shared national interest.
We await your formal response and remain prepared to engage constructively once the above matters are addressed.
